It probably doesn't close since the Bronx is a bit up river and is at the most a brackish water system and inside city limits for New York City. However, New York State regulations for coastal waters may include that information. There is no season ending for some fish like mackeral but there is for fish like summer or winter flounder; stripped bass; scup; and some others.

Try yahooing "New York State regulations saltwater fishing season" for more details, it'll be easier than typing in www.dec.state.ny.us/website/dfwmr/marine/finfish

It does not close....saltwater fishing does not have a season. However, you won't find to much running in the winter except maybe Tommy Cod....blues and stripers don't come in till June and don't really heat up until the fall. Tight Lines!
